In view of the limited prayed made on behalf of the petitioner and as agreed to by both the learned counsel appearing for the parties, the present writ petition is disposed of at the motion stage. [4]
At the outset, the learned counsel appearing for the petitioner submitted that being aggrieved by the order dated 23.01.2026 passed by the Managing Director of the Manipur State Cooperative Bank Limited (respondent no.3) effecting his transfer and posting, the petitioner have already filed a representation dated 13.02.2026 against the said transfer order with a request to Lucy Gurum ayum Digitally signed by Lucy Gurumayum Date: 2026.03.10 10:51:01 +05'30'

reconsider and review the said transfer order and to allow him to continue at his earlier place of posting. The learned counsel submitted that the said representation is still pending for
consideration and disposal by the respondent no. 3. [5]
It has also been submitted by the learned counsel appearing for the petitioner that the present writ petition can be
disposed of by directing the respondent no. 3 to consider the said representation on its own merit and strictly in terms of the applicable rules/guidelines and to dispose of the same by passing an appropriate order within a stipulated period. The learned counsel also submitted that pending consideration and disposal of the said representation, the aforesaid transfer order dated 23.01.2026 be kept in abeyance. [6]
Mr. Th. Vashum, learned GA appearing for the respondent nos. 1 & 2 submitted that as the said transfer order dated 23.01.2026 have been issued by respondent no. 3 and as the petitioner has submitted his representation to the said respondent no. 3, respondent nos. 1 & 2 has no role to play and that he has no objection in disposing of this writ petition as prayed for by the
learned counsel appearing for the petitioner.

Considering the submission advanced by the learned counsel appearing for the parties and the nature of the issues raised in this writ petition, this Court is of the considered view that it will be in the interest of justice to issue the following directions; (i) The respondent no. 3 i.e., the Managing Director of the Manipur State Cooperative Bank Limited, Imphal is hereby directed to consider the representation dated 13.02.2026 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing appropriate orders. (ii) The whole process should be completed within a period of 2(two) weeks from the date of receipt of certified copy of this order. (iii) It is made clear that pending consideration and disposal of the said representation, no adverse action shall be taken up against the petitioner. [8]
With the aforesaid directions, the present writ petition is
