Neither concerned Tehsildar nor any other State Authority has been made party to the petition, therefore, State Counsel is right in submitting that writ petition suffers from the defect of non-joinder of necessary party. 5. In such view of the matter, the writ petition is dismissed with liberty to petitioner to file fresh petition.
