------- 28/06.02.2026 Heard Mrs. Ritu Kumar, learned counsel for the petitioner and Mr. Deepak Kr. Bharti, learned counsel appearing for the CBI. The petitioner apprehends his arrest in connection with R.C. 04(A)/2013-R, arising out of Vigilance Case No. P.E. No. 04(A)/2012-R, registered for the offences u/s 120B, 201, 420, 468, 471 of the IPC and Section 13(2) read with Section 13(1)(d) of the Prevention of Corruption Act, 1988. It has been alleged that the officials of the JPSC along with Sri Dhiraj Kumar, representative of M/s. Global Informatics, had entered into a criminal conspiracy among themselves and in pursuance thereof the public servants in strict abuse of their respective official positions, dishonestly and fraudulently had manipulated/allowed to manipulate the merit list, assessments charts etc. of the examination/ interview to extend undue benefits to their preferred candidates. It has been submitted by Mrs. Ritu Kumar, learned counsel for the petitioner that on completion of investigation charge-sheet has been submitted by the CBI. It has further been submitted that some of the co-accused persons have been granted anticipatory bail by this Court in A.B.A. No. 3349 of 2022 and its analogous cases. Learned counsel adds that the petitioner on being successful in JET, 2006 was appointed as an Assistant Professor in the Department of History in the year

2008 and he has an unblemished career. Learned counsel also adds that though the petitioner has not been named in the First Information Report but in course of investigation his name has transpired as being a beneficiary without there being any iota of evidence in support thereon. Mr. Deepak Kr. Bharti, learned counsel appearing for the CBI has opposed the prayer for anticipatory bail of the petitioner and has submitted that the petitioner was declared selected on the basis of 43 marks received for his career and 28.5 marks for his interview but the CFSL has deciphered that the petitioner had initially been given 20 marks by two experts which has been manipulated to 28 in the assessment chart. Admittedly, charge-sheet has been submitted by the CBI against the petitioner and other accused persons.
It further appears that some of the co-accused persons have been granted anticipatory bail in A.B.A. No. 3349 of 2022 and its analogous cases. On
consideration of the aforesaid
facts, the petitioner is directed to surrender before the learned trial court within a period of four weeks and on his surrender, he shall be released on bail on furnishing bail bond of Rs. 10,000/- (Rupees Ten Thousand only) with two sureties of the like amount each to the satisfaction of learned Special Judge, CBI, Ranchi in connection with R.C. 04(A)/2013-R, arising out of Vigilance Case No. P.E.
