Heard the learned counsel for the parties. 2. The present writ petition has been filed for following reliefs:- “for issuance of appropriate writ(s)/order(s)/direction(s) particularly in the nature of mandamus commanding upon the respondents to make online entry of the land in question on the official website of Jharkhand State maintained for the records of land; And/Or Further the petitioner prays for issuance of appropriate writ(s)/order(s)/direction(s) particularly in the nature of mandamus commanding upon the respondents not to harass the 2026:JHHC:2888 Page | 2 W.P. (C) No.634 of 2026 petitioner and not let the petitioner run from one office to another without there being any fault on the part of the petitioner. And / Or Further the Petitioner pray for issuance of appropriate writ(s)/order(s)/direction(s) especially in the nature of mandamus for directing the respondent no. 4 to dispose of the representation of the petitioner which has been submitted by the petitioner several times before the respondent no. 4 with the prayer to make online entry with regard to the land in question on the official website of the State of Jharkhand maintained for the records of land;” 3. The description of land of the petitioner is as follows:- “the land situated at Circle Govindpur, Mouza Aamagatha, Mouza No.170, Khata No.18, Plot No.358 area measuring 2.96 Acres.” 4. It has been submitted by the learned counsel for the petitioner that rent receipts have been issued to the petitioner till the year 2014 and since after it has been denied on the ground that the land in question has not been entered online on the official website of the Jharkhand State. 5. It has been submitted by the learned counsel for the petitioner that the online entry is not the correct reflection of the official record. Although the online entry has no legal basis, still it has great impact in practical life and further it is a government record. 6. It is not in dispute that online entry should be correct and true reflection of the official record. 7. In view of the above discussion, the present writ petition is, hereby, allowed directing the respondents to make online entry of the land in question on the official website of Jharkhand State maintained for the records of land and issue online continuous Khatiyan (Adhikar Abhilekh) for the land in question and also issue rent receipt in the name of petitioner, within six weeks from the date of receipt/ production of copy of this order. 8. It is made clear that if the aforesaid exercise is not completed within six weeks, the petitioner is entitled for Rs.10,000/- (Ten thousand) as a litigation cost, to be paid by the Deputy Commissioner, Dhanbad, who will recover the said amount from the erring officials. 2026:JHHC:2888 Page | 3 W.P. The respondent No.1 i.e. the Secretary, Department of Revenue, Registration and Land Reforms, Government of Jharkhand, Ranchi, is held responsible for compliance of the aforesaid order. 10.
