By means of this petition, petitioner has sought the following reliefs: “i. Issue a writ, order or direction in the nature of mandamus or any other appropriate writ, order, or direction, commanding the Respondent Nos. 2 and 3 to forthwith issue the Character Certificate contracting to the Petitioner, as applied for; ii. Issue a writ, order or direction in the nature of Certiorari or any other appropriate writ, order, or direction, quashing the police verification report bearing No. UK25ES0200024082 submitted by Respondent No. 4, to the extent that it recommends against the issuance of the character certificate, as being illegal, arbitrary, and contrary to law; (Contained as Annexure no. 4, page no. 24 and 25 to this writ petition)” 3. Petitioner made an application for issuing a character certificate. A verification report was called from Police Station, Jhabrera, District Haridwar. Police Station submitted an adverse report against the petitioner, which is under challenge in this writ petition. Petitioner has UKHC010135752026 2026:UHC:7043 also sought a direction to the competent authority to forthwith issue character certificate to him. 4. Learned State Counsel was granted time to get instructions. Learned State Counsel has produced in Court the written instructions issued by In-charge Inspector of the concerned Police Station which is taken on record and Registry is directed to paginate the same. 5. From perusal of the written instructions, it is revealed that following criminal cases are pending against petitioner: 6. Learned State Counsel further submits that in view of the seriousness of the offences, it is not possible to certify that petitioner possesses clean antecedents. He further submits that a case has also been registered against the petitioner under Section 2/3 of U.P. Gangsters and Anti- Social Activities (Prevention) Act, 1986. 7. This Court do not find any reason to interfere with Police Verification Report as it UKHC010135752026 2026:UHC:7043 merely reflects the criminal antecedents of the petitioner. Till the time petitioner is absolved of the charges against him, there cannot be any direction to the competent authority to issue character certificate to him. 8.
