Petitioner is running B. Pharm Programme. Petitioner is aggrieved by the condition imposed by Uttarakhand Technical University for furnishing Fixed Deposit of ₹35.00 lakh for granting affiliation. 5. By means of this writ petition, petitioner has sought the following reliefs:- (i) Issue a writ, order or direction in the nature of Mandamus commanding the Respondent University to process and decide the Petitioner’s representation re-affiliation of the B-Pharm Programme without mechanically insisting upon the impugned ₹35,00,000/- demand (Annexure No. 7 from Page 58 to 60). (ii) Issue a writ, order or direction in the nature of Certiorari quashing the impugned demand/insistence of the Respondent University requiring the Petitioner to deposit ₹35,00,000/- UKHC010143602026 2026:UHC:7592 as a pre-condition for processing/considering the Petitioner’s application for affiliation/re- affiliation of the Pharm, Programme. (iii) Issue a writ, order or direction in the nature of mandamus, directing the Respondents not to demand any excess deposit from the Petitioner College for the purpose of affiliation and running of the Petitioner Institute. 6. Learned counsel for Uttarakhand Technical University submits that affiliation fee is being charged as per decision taken by Executive Council in its meeting held on 27.03.2023. 7. Having regard to the facts of the case, the writ petition is disposed of with liberty to petitioner to make representation to the Competent Authority. If petitioner makes representation within one week, decision thereupon shall be taken, as per law, within four weeks thereafter.
