W.P.No.18684_2026 Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased tomay be pleased to issue a Writ, Order or Direction, more particularly one in the nature of Writ of Mandamus for declaring the action of the respondents in not releasing the financial assistance of Rs.10.00 Lakhs to the petitioner under the Videshi Vidyadharana Scheme vide Application ID No. OV2018119838 dated 23.01 .2019 as illegal, arbitrary, violative of principles of natural justice and unconstitutional and consequently direct the respondents herein to release the financial assistance of Rs.10.00 Lakh to the petitioner forthwith and to pass such IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased may be pleased to direct the respondents herein to release the financial assistance of Rs.10.00 Lakh to the petitioner under Application ID No. OV2018119838 forthwith, pending disposal of the main writ petition and to pass such Counsel for the Petitioner:

ORDER:
1. The present Writ Petition is filed questioning the action of the respondents in not releasing financial assistance of Rs.10,00,000/- (Rupees Ten Lakhs only), sanctioned to the petitioner (Application I.D.No.OV2018119838 dated 23.01.2019, under ‘Videshi Vidya Deevana’ Scheme, as illegal and arbitrary.
2. The petitioner had applied for financial assistance under the ‘Videshi Vidya Deevana’ Scheme, and was sanctioned on 23.01.2019 and the same was allotted with Application I.D.No.OV2018119838. After due verification, Respondent No.4 sanctioned Rs.10,00,000/- (Rupees Ten Lakhs only) in favour of the petitioner for pursuing Master of Computer Science at Wright State University, Dayton, Ohio, USA. Though, the Petitioner had completed his Course, the financial assistance as promised to the petitioner was not disbursed to her. Hence, the present Writ Petition is filed.
3. Learned Assistant Government Pleader for Respondents submits that the application of the Petitioner would be considered and amount would be sanctioned, if the Petitioner is within the conditions specified, for release of the amounts.
4. Considering the submissions, this Writ Petition is disposed of, with the following directions:- (i) The Respondents are directed to examine the claim of the Petitioner within a period of six (06) weeks from the date of

W.P.No.18684_2026 receipt of a copy of this order. (ii) In the event, the claim of the Petitioner is held to be in
order, the Respondents are directed to release the amounts to the Petitioner within a further period of eight (08) weeks. There shall be no order as to costs. Pending miscellaneous petitions, if any, shall stand closed.
