Instant petition has been filed under Article 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to pay the balance amount of Rs.4.25 Lacs including security for the work of boring and installing a deep tubewell at village Chakowal Seikhan, District Hoshiarpur. 2. Mr. Girdhar has made reference to the averments made in the writ petition and submits that although substantial payment has been made against the work, which was satisfactorily completed, but balance amount of Rs.4.25 Lacs is due. He has also made a reference to office orders, Annexures P-2 and P-3, whereby sanction has been granted for making payment against the first and second advance running bill. 3.
