Mr. R.S. Bisht, Additional C.S.C. for the State. JUDGMENT Hon’ble Ravindra Maithani, J. (Oral) The petitioner is working as ADO, Panchayat Vikas Khand, Gadarpur, District Udham Singh Nagar. According to him, the respondent no.6, Anand Singh Bisht, was promoted from the post of Senior Assistant to the post of Pradhan Sahayak, and given posting at Vikas Khand, Kashipur, District Udham Singh Nagar on 27.09.2023, but the respondent no.6 has yet not taken charge of it. Therefore, the petitioner seeks directions that the respondent no.6, Anand Singh Bisht, may be relieved from Vikas Khand Gadarpur to Vikas Khand Kashipur, District Udham Singh Nagar. 2. Heard learned counsel for the parties and perused the record. 3. At the very outset, the Court wanted to know as to what is the locus to the petitioner? He is not, in any manner, affected by the promotion or transfer of the respondent no.6, Anand Singh Bisht. 4. Learned counsel for the petitioner submits that in Kashipur, there are only two employees and the work, due to inadequacy of employees, is suffering in Kashipur. 5. In the instant matter, the petitioner has no locus. The petitioner has no business to see as to how the official work is being conducted at Gadarpur or at Kashipur. He is posted as ADO, Panchayat. He has nothing to do with the promotion and transfer of the respondent no.6, Anand Singh Bisht. Therefore, the instant 2 petition has no merits for indulgence of this Court. Accordingly, the petition deserves to be dismissed at the stage of admission itself. 6. The writ petition is dismissed in limine. (Ravindra Maithani, J) 08.08.2025 Ravi Bisht
