IN THE HIGH COURT OF PUNJAB & HARYANA AT CHANDIGARH 254 CWP-25271-2023 (O&M) Date of decision: 07.08.2025 Surat Singh ...Petitioner VERSUS State of Haryana and others ...Respondents CORAM : HON'BLE MR. JUSTICE VINOD S. BHARDWAJ Present :- None for the petitioner(s). Mr. Vivek Chauhan, Addl. A.G. Haryana. ***** VINOD S. BHARDWAJ, J. (Oral) Prayer in the present petition is for setting aside of the order dated 18.10.2023 whereby the cases for promotion of Clerks, including respondent No.5, for the post of Sub-Divisional Clerk have been called for while ignoring the name of the petitioner who was higher in the seniority. There is no representation on behalf of the petitioner(s). Additional affidavit dated 05.08.2025 of Mr. Ved Pal Singh, Executive Engineer, Loharu Water Services Mechanical Division, Charkhi Dadri along with Annexures on behalf of respondent No.4 has been filed today in the Court and the same is taken on record. Paragraph No.5 thereof reads thus: “5. That now it is relevant to mention here that in context of the grievance raised by the petitioner in present writ petition about "Seniority List" in question and seeking promotion at par with the junior to him, in this regard it is stated that Seniority List of MANGAL SINGH 2025.08.11 12:03 I am the author of this document 2 254 CWP-25271-2023 (O&M) Clerk has already been rectified/corrected vide order dated 16.07.2024 (Annexure R-1). Now as per corrected seniority list of Clerk dated 16.07.2024 (Annexure R-I) petitioner is at sr. no. 203 whereas Vikram Singh is at sr. no. 209 and accordingly promotion has also been given to the petitioner vide order dated 16.10.2024 (Annexure R-2) but this subsequent development in the present case couldn't be acknowledged to the Hon'ble Court. Hence the present additional affidavit is being filed in the present case.” Since it has been specifically averred in the said additional affidavit that the petitioner has been given promotion w.e.f. 16.10.2024, the present writ petition is disposed of as having been rendered infructuous. Liberty is, however, granted to the petitioner to file an appropriate representation with the respondents, in case any other grievance still subsists. (VINOD S.
