The petitioner-Kumar Kalbande is appearing in person in making submissions in the present writ petition which has been self drawn and drafted by him. 2. Surely, the petitioner is not a person having any legal background or credentials but, nevertheless, is fully entitled to act on his own in presenting a case before a court of law but in doing so the petitioner cannot be given any benefit of accommodation whereby the Court is left struggling to make sense of case set up in the petition. 3. This Court is laboring to make sense of case as from bare reading of the writ petition it is not forthcoming as to what is the Serial No. 162 Supplementary List-4 2 WP(C) No. 3782/2025 cause of action being presented and intended to be pursued by the petitioner and in which capacity/locus. 4. The petitioner does not identify as to what is his present service status so as to feel offended by the fact that one Mr. Chaturbhuj Behera (IFoS) J&K despite having served his deputation tenure is not being repatriated back to the J&K from Nagpur where he was serving his deputation posting as Regional Director, Forest Survey of India (FSI) Central Zone(CZ), Nagpur. 5. In the writ petition, the petitioner is asking for a writ of mandamus commanding upon all five respondents named in the writ petition to immediately decide and dispose of the petitioner’s online registered grievance No. CPGRAMS No. GOVJK/E/2024/0001014 read with representation dated 12.11.2024. 6. Furthermore, the petitioner is also asking for a writ of mandamus for directing the respondent No. 5-Union of India through Joint Secretary, Administration, Ministry of Environment Forest and Climate Change to submit a status report regarding the verification directed by DoPT vide OM No. 28/2/2023-EO(SM-II) dated 20.02.2023. 7. For seeking a writ of mandamus, a person, intending to be the petitioner before a constitutional court is to show existence of right pleaded. 3 WP(C) No. 3782/2025 8. The petitioner in his entire writ petition does not whisper in which the legal position/status he is relatable to the situation of Mr. Chaturbhuj Behera (IFoS) in the context of his deputation in service and expiry thereof. 9. The petitioner has come forward with the allegations against said Mr. Chaturbhuj Behera (IFoS) attributing acts of omission or commission on his part relatable to his deputation posting and expiry thereof but without naming said officer as a respondent in the writ petition. 10. Thus, on the count of lack of locus standi as well as non- impleadment of the necessary party, the writ petition is held to be misconceived and, accordingly, dismissed.
