Instant petition has been filed under Articles 226/227 of the Constitution of India, inter alia, for issuance of a writ in the nature of mandamus directing Superintendent of Central Jail, Patiala, respondent No.3 for treating the petitioner from a private hospital as he claims to be suffering from serious ailments. 2. In deference to the order passed by this Court on the previous date, respondents have got the petitioner examined and a medical report dated 08.09.2025 has been submitted by the Medical BRIJ MOHAN 2025.09.12 17:29 I attest to the accuracy and authenticity of this order/judgment. Punjab & Haryana High Court, Chandigarh CWP-26144-2025 -2- 121 Officer, Central Jail, Patiala, which reads as under:- “Medical Report of inmate Arun Kumar son of Vijay Kumar Arun Kumar @ Anu, son of Vijay, inmate at Central Jail, Patiala, was examined on 08.09.2025 and was found calm, conscious, cooperative, and well-oriented to time, place and person, with stable vital signs. His general examination revealed a satisfactory overall condition, with the previously noted swelling over the right orbital region having completely resolved. However, he complained of pain in the right ear, decreased hearing, and episodes of vertigo and complain of pain inguinal regional. On inspection, there was no active bleeding or external swelling around the ear, and neurological, cardiovascular, and respiratory examinations were unremarkable. He was provided symptomatic treatment at the jail hospital and was referred to Rajindra Hospital for specialist opinion. The ENT specialist examined both ears, noting left ear wax and a congested tympanic membrane in the right ear, and prescribed symptomatic treatment. For his complaint of indistinct vision in both eyes, an ophthalmologist at Rajindra Hospital examined him, and his OCT macula and fundus region were found to be within normal limits. Additionally, the patient complained of pain in the left inguinal region with burning micturition, and was prescribed scrotal support, NSAIDs, and antibiotics, with advice for ultrasonography and a complete urine examination for further BRIJ MOHAN 2025.09.12 17:29 I attest to the accuracy and authenticity of this order/judgment. Gurcharan Singh Dhaliwal, PPS, Superintendent, Central Jail, Patiala, wherein it has been submitted that petitioner is undergoing a sentence of 12 years of rigorous imprisonment in a conviction recorded against him in an FIR registered under the NDPS Act, 1985. It has been stated that the petitioner is involved in as many as 26 criminal cases, some of which involve offences under Prison Act, 1894 as well as a murder allegedly committed by him within the jail premises. It has been further stated that on 21.08.2025, petitioner misbehaved with the prison employees and attacked them with a sharp object, which he was carrying in his trousers. State counsel submits that the employees were treated at Rajindra Hospital, Patiala and another FIR No.0211 dated 22.08.2025 has been registered against the petitioner at Police Station Tripuri, Patiala. State counsel emphasis that the petitioner is being medically treated, as and when required. He has instructions to state that there is an apprehension that in case petitioner is taken to a private hospital, he may attempt to flee. 4. This Court is satisfied with the affidavit and report submitted by the respondents. There is no merit in the petition, which is dismissed.
