[1] Heard Mr. N. Vijay Kumar, learned counsel for the petitioner and Mr. Th. Sukumar, learned Government Advocate for the State respondents. [2] The petitioner, who is the son of one deceased person, approached this Court for directing the State respondents to conduct an inquiry against one Dr. Ch. Deepak Singh, Pediatric Surgeon, Associate Professor, JNIMS and also to dispose of the representation dated 04-11-2024 submitted by the petitioner to the respondents. The prayers are reproduced as follows:—
“In the above premises, it is, therefore, most respectfully prayed that the Hon’ble High Court be pleased:– (i) to issue a writ in the nature of mandamus or any other appropriate writ or order directing the Respondent No. 3 to cause an inquiry and submit a report on the allegation labeled against Dr. Ch. Deepak Singh, Pediatric Surgeon, Associate Professor, JNIMS as ask for in Letter No. JNIM- 1101/108/2024-HS-HEALTH dated 09.12.2024 of Joint Secretary (Health & FW), Government of Manipur (Annexure-A/4); NINGOM BAM VICTORIA Digitally signed by NINGOMBAM VICTORIA Date: 2025.04.09 13:54:43 +05'30'

(ii) to direct the Respondents No. 1 and 3 to consider and dispose of representation dated 04.11.2024 (Annexure-A/3) forthwith; (iii) to direct the Respondents for costs and (iv) to pass any further order or orders as to the Hon’ble High Court may seem fit and proper for the ends of justice.” [3] Mr. N. Vijay Kumar, learned counsel for the petitioner, submits that the petitioner has already submitted a representation dated 04-11-2024 to the respondents for conducting an inquiry against Dr. Ch. Deepak Singh and the representation is pending with the authorities. [4] Mr. Th. Sukumar, learned Government Advocate for the State respondents, draws the attention of this Court that the Administrative Department has taken steps to the representation of the petitioner by issuing a letter dated 09-12-2024 to the Director, JNIMS, to submit a detailed report against Dr. Ch. Deepak Singh, Pediatric Surgeon, Associate Professor, JNIMS.
[5] This Court is of the view that since the State Administrative Department has initiated steps to the representation made by the petitioner, the writ petition can be disposed of by directing the respondents to complete the proceedings preferably within a period of six months from the date of receipt of a copy of this order. [6] With this observation, the writ petition is disposed of. [7] It is made clear that this Court does not express any opinion on the merit of the case. [8] Furnish a copy of this order to the learned counsel appearing for the parties. JUDGE Victoria
