Accordingly, the Writ Petition is disposed off. The 1st respondent is directed to dispose off the petitioner's appeal dated 16.07.2025, within a period of 12 weeks, from the date of receipt of a copy of this order. It is made clear that the Court has not made any observation with regard to the merits of the petitioner's claim.
