It is seen that there is a dispute between the petitioner and the respondents 3 and 4 in respect of the property purchased by the petitioner. The dispute is civil in nature and as such after conducting an enquiry, the complaint lodged by the petitioner was closed by the CBCID, Puducherry. Therefore, no complaint is pending. 4.
