Sri Rajiv Gupta, learned Additional Chief Standing Counsel, submits that respondent no. 4 would be competent to examine the issue. 4. Having regard to the same, we dispose of the instant petition with liberty to the petitioner to make representation before respondent no. 4 along with copy of the instant order and in which event, he will decide the same by a speaking order within twelve weeks, after due notice and opportunity of hearing to the representative of the concerned department as well as the petitioner.
