The present civil writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to consider the petitioners to have been regularized with effect from 23.01.2001 i.e. the date when the circular qua regularization policy (Annexure P-4) was notified/issued by the Government of Punjab or at the last with effect from cut off date i.e. 30.06.2003. 2. Learned counsel for the petitioners submits that he would be satisfied if the representation (Annexure P-8) of the petitioners is decided by the respondents by passing a speaking order in a time bound manner. 3. Learned counsel appearing for respondent No.4 submits that the claim made by the petitioners suffers from delay and laches, however, the representation of the petitioners would be considered and decided and an appropriate speaking order would be passed in accordance with law. Therefore, in view of the limited prayer made by learned counsel for the petitioners, respondent No.4 is directed to consider the representation (Annexure P-8) of the petitioners and pass a speaking order, after affording them an opportunity to be heard, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioners.
