ORDER The above writ petition has been filed seeking a direction to the first respondent to consider the representation of the petitioner dated 03.12.2024 to carry out necessary corrections in the guideline value of the official website of REGINET with regard to the properties in Survey No.64/J2A measuring 1,499 sq.mtr., Survey No.64/J12 measuring 3,443 sq.mtr., and Survey No.64/J13 measuring 1,134 sq.mtr., ad- measuring 6,076 sq.mtr. situated at Thevur Village, Kilvelur Taluk, Nagapattinam District as 'punjai lands' instead of "punjai maanavari lands type-I". 2. Heard the learned counsel for the petitioner and the learned Additional Government Pleader accepting notice for the respondents. 3. The facts leading to filing of the writ petition are as follows : (i) The petitioner is the absolute owner of all that piece and parcel of punja lands comprised in S.No.64/J2A measuring 1,499 sq.meters, Survey No.64/J12 measuring 3,443 sq.meters and Survey No.64/J13 measuring 1,134 sq.meters totally ad-measuring 6,076 sq.mtr., situated at Thevur Village, Kilvelur Taluk, Nagapattinam 2/5 https://www.mhc.tn.gov.in/judis

The subject properties were settled in favour of the petitioner by his father - one Mr.Jagan Mohan under a settlement deed dated 27.5.2010 registered as doc.No.1225 of 2010 on the file of the second respondent. (ii) Prior to the settlement in favour of the petitioner, the petitioner's forefathers were enjoying the same for several decades. After execution of the settlement deed in favour of the petitioner, the petitioner also obtained two pattas in his favour vide (a) patta No.496 in S.No.64/J2B measuring 0.13.50 Ares and (b) patta No.404 in S.No.64/J12 measuring 0.34.50 Ares and S.No.64/J13 measuring 0.11.50 Ares, situated at Thevur Village, Kilvelur Taluk, Nagapattinam District. The lands covered under the said two pattas were classified as 'punja lands'. (iii) In the aforesaid properties, there is situated a rice mill in the name and style of Vinayaga Rice Mill and a shopping complex. The petitioner has been paying taxes to the Panchayat Board. While so, the petitioner came to know that in the official website of the Registration Department, the subject lands were described as 'punja manavari lands type I' instead of 'punja lands'. Further, the petitioner sent a legal notice dated 04.3.2024 to the second respondent seeking clarification.
In turn, the second respondent vide letter dated 14.3.2024 responded by stating that the lands of the petitioner have 3/5 https://www.mhc.tn.gov.in/judis
WP.No.1150 of 2025 been shown in the official website of the Registration Department as 'punjai manavari lands type I'. However, the encumbrance certificate proves the type of the properties as house sites. (iv) Immediately, the petitioner submitted his objections with reference to the classification. But, the second respondent informed the petitioner that a typographical error might have been caused by mistake. Thereafter, the petitioner sent a representation dated 03.12.2024 to the first respondent seeking to reclassify the lands owned by him in the official website of the Registration Department as 'punjai lands' instead of 'punjai manavari lands type I'. This representation has not yet been considered. Hence the writ petition. 4. Considering the facts and circumstances of the case and without traversing through the merits, the writ petition is allowed and a Mandamus is issued to the first respondent to consider the said representation of the petitioner dated 03.12.2024 on merits and pass appropriate orders in accordance with law within a period of four months from the date of receipt of a copy of this order.
