The petitioner has filed the present writ petition under Article 226/227 of the Constitution of India with a prayer to issue a writ in the nature of Mandamus directing the respondents to grant the benefit of first ACP to the petitioner w.e.f January 2021 instead of May 2022 on completion of four years regular satisfactory service under the provisions of Punjab Civil Services Volume 1 (Part 1) (Assured Carrier Progression) Rules including arrears with interest at the rate of 18% per annumn. 2. A further prayer has been made to direct the respondents to pay the petitioner earned leave w.e.f 01.07.2024 to 10.07.2024 and to grant T.A/D.A bills to him w.e.f January 2024 till date, along with interest. 3. Learned counsel for the petitioner contends that the petitioner has already served a legal notice dated 10.07.2025 (Annexure P-10) on the respon- dents which has not been decided till date. On the asking of the Court, Mr. Surya Kumar, AAG, Punjab, who is present in the Court, accepts notice on behalf of the official respondents and has no serious objection to the limited prayer made by learned counsel for the petitioner, at this stage. 6. I have heard learned counsel for the parties and perused the record carefully. 7. The respondent No.2 is directed to decide the legal notice dated 10.07.2025 (Annexure P-10) submitted by the petitioner within a period of four months from today. 8. It is expected that the respondent No.2 shall decide the legal notice dated 10.07.2025 (Annexure P-10) by passing a well reasoned and speaking order. 9. In case, the petitioner is found entitled to any relief, the same shall be released to him, along with interest at the rate of 6% per annumn, without any further delay. 10. Disposed of.
