JUSTICE CHILLAKUR SUMALATHA ORAL ORDER (PER: HON'BLE DR. JUSTICE CHILLAKUR SUMALATHA) Heard Sri Jairaj K. Bukka, learned counsel for the writ petitioner, who appears through video conference. Also, heard learned Additional Government Advocate, who represents respondent No.1 as well as Sri K.M. Ghate, learned counsel, who represents respondent Nos.2 and 3. 2. Learned counsel for the writ petitioner submits that the petitioner served as Vice Chancellor of Karnataka Veterinary, Animal and Fisheries Sciences University, Bidar. He was made to retire compulsorily. He retired from service in the year 2023. However, till now, the petitioner did not receive his retirement benefits. Though the petitioner gave number of representations, there is no response from respondent No.2. Learned counsel seeks the Court to direct respondent No.2 to consider the representation dated 12.10.2023 and pass appropriate orders. - 4 - NC: 2025:KHC-K:2019 WP No. 200383 of 2025 3. Learned counsel for respondent Nos.2 and 3 Sri K.M. Ghate submits that the representation of the writ petitioner will be considered in accordance with law. 4. The representation at Annexure-E reveals that the same was submitted to the Vice Chancellor, Karnataka Veterinary Animal and Fisheries Sciences University i.e., respondent No.2 herein in the month of October 2023. Why the said representation is not considered till now is not clarified. A public authority, who receives a grievance in the form of representation is under obligation to answer the same. Therefore, this Court considers desirable to direct respondent No.2 to give appropriate reply to the representation dated 12.10.2023, which was submitted by the petitioner. 5. Thus, the writ petition is disposed of with the following directions: (i) Respondent No.2 i.e., Vice Chancellor, Karnataka Veterinary, Animal and Fisheries Sciences University, Bidar is directed to - 5 - NC: 2025:KHC-K:2019 WP No. 200383 of 2025 consider the representation of the petitioner dated 12.10.2023 and issue appropriate reply within a period of eight weeks from the date of receipt of copy of this order.
