India seeking the following relief: “to issue a Writ of Mandamus or any other appropriate writ order or direction declaring the action of the Respondents in not considering the representation of the petitioner dated 06.01.2025 for issuance of Pattadar Pass Book and Title Deed in Sy.No 948/1C to an extent of Ac. 2-50 cents Sy.No.945 to an extent of Ac.1-63 cents Sy.No.1752-1 to an extent of Ac.0-46 cents of Gurajala Village, Gurajala Mandal Palnadu District, as illegal improper and consequently direct the Respondents to mutate the name of the petitioner in the revenue records in Sy.No 948/1C to an extent of Ac.2-50 cents, Sy.No. 945 to an extent of Ac. 1-63 cents, Sy.No. 1752- 1, to an extent of Ac. 0-46 cents of Gurajala Village, Gurajala Mandal, Palnadu District and issue Pattadar pass books and title deeds and to pass such other order or orders...” The learned counsel for the petitioner submits that the petitioner had acquired the landed properties Sy.No.948/1C to an extent of Ac.2-50 cents, Sy.No.945 to an extent of Ac.1-63 cents, and Sy.No.1752-1 to an extent of Ac.0-46 cents situated in Gurajala Village, Gurajala Mandal, Palnadu District, through a Registered Will executed by his grandmother, Smt. Nandanamudi Balamma, dated 14.06.2021. Pursuant to the 2. alienation of the property through the Registered Will, the petitioner submitted a representation dated 06.01.2025, seeking a change of name of pattadar in the Record of Rights and for issuance of Pattadar Passbooks in his favor. However, even after receiving the petitioner’s representation dated 06.01.2025, the respondent No.3 neither considered the representation nor issued any mutation proceedings in favor of the petitioner. Hence, the present writ petition. 3. On the other hand, the learned Government Pleader appearing for the respondents furnished written instructions dated 01.03.2025, which state as follows; “In this connection it is submitted that as per the revenue record RSR of Gurazala village and mandal, the mentioned Survey Nos in the present writ petitioned i.e., Sy.No.948/1C, Sy.No.945 and Sy.No. 1752-1 of Gurajaia Village are patta lands. Further as adangal petitioner claiming lands are recorded in the name of Nandanamudi Pichaiah S/o Yallaiah with khatha No.448 with an extent of Ac.2.50 cents in Sy.No.948/1C with an extent of Ac. 1.63 cents in Sy.No.945, with an extent of Ac.045 cents in Sy.No.1752-1. Further it is respectfully submitted that as per the existing procedure any application for mutation in revenue records must be submitted through the Meeseva/GSWS online portal. Further on verification of the office records and the report submitted by the village Revenue Officer, Gurazala, the petitioner has neither submitted by online application for mutation, nor submitted any formal representation to this office on 06.01.2025 as mentioned in the writ petition. If the petitioner submits application through online for mutation necessary action will be taken in accordance with the ROR Act”. per the web land He further submits that the entire revenue record shows that the 4. entire lands stands in the name of Nandanamudi Pichaiah, S/o Yallaiah with Khatha No. 448, and not in the name of his grandmother, Smt. Nandanamudi Balamma, who executed a Registered Will in favor of the petitioner. He further submits that the said representation, which was addressed to the Revenue Mandal Officer, does not appear to have been received by the concerned office. He,also reiterates that, for seeking a change in the revenue record, the concerned person must submit an application in Form-6A. Heard the learned counsel for the petitioner and the learned 5. Government Pleader appearing for the respondents. Having regard to the submissions made by the learned counsel for the petitioner and the learned Government Pleader appearing for the respondents, and on perusal of the material available on record, this Court is of the considered view that the present writ petition can be disposed of by directing the petitioner to submit an application seeking mutation pursuant to the Registered Will, said to have been executed by his grandmother, whose name is not recorded in the revenue records, as per the instructions of respondent No. 3, in Form-6A within a period of two (02) weeks from the date of receipt of a copy of this order. After receiving such submission, the 3rd respondent shall conduct an enquiry and issue notice to the legal heirs of Nandanamudi Pichaiah if any other than the petitioner. After such an enquiry, the 3rd respondent shall pass a speaking order per the provisions of the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, within a period of three (03) months thereafter. 6. as With the above direction, the writ petition is disposed of.
