(MD)No.20571 of 2018. The Contempt Petition has been filed by an association complaining that the directions issued in W.P(MD)No.20571 of 2018, dated 13.03.2019 had not been complied with. That particular writ 2/6 CONT. P(MD)No.3255 of 2025 petition was taken up for consideration by a Division Bench along with two other writ petitions. All three writ petitions related to the construction of a new Periyar Bus Stand and the consequent collatoral difficulties faced by the existing shop owners, who had been directed to vacate. They were under the impression that they would be re-inducted as lessees. However, the authorities took a decision to put up their shops for auction. They were then directed to be re-inducted if they had not been in arrears. 2.The issue, therefore, was whether the erstwhile lessees had any arrears of rent or had paid the entire rent. This is an issue which will have to be examined by the respondents on a case to case basis with respect to each lessee. Before us, the list of traders who had paid the rent, the list of traders who had not paid the rent, and the list of traders who had sublet the portions had been forwarded to this Court. That had been noted in our order dated 11.08.2026, which is as follows: “The learned Standing Counsel for the first respondent/Madurai Corporation had forwarded the list of traders, who were the original licensees, who are 272 in number 3/6 CONT. P(MD)No.3255 of 2025 and the total arrears payable towards the lease amount by them is Rs.2,50,10,569/-. Additionally, the list of sub-lessees had also been given and the total number of sub-lessees are 174 and the total arrears is Rs.1,00,79,271/-. 2.We make it clear that unless the entire areas are cleared, there cannot be any allotment and the contempt is not made out. 3.The learned Counsel for the petitioner states that he would like to get instructions, but this is a fact known exclusively to the members of the petitioner association. They would have known if they had paid the lease amount or not.” 3.Today, the learned counsel for the petitioner produced one volume of receipts issued by the first respondent towards the lease amount paid. Copies of the same have been forwarded to the learned Standing counsel for the respondents. We are not retaining any copy for the Court records. The respondents may verify whether each one of the traders had paid the rent and also verify the documents now furnished and then taken an appropriate decision. Any directions issued in the order of the Division Bench while deciding the writ petition would be binding on all the parties to the writ petition. 4/6 CONT.
