IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH 259 CWP-25591-2024 (O&M) Date of Decision: 23.07.2025 NISHAN SINGH ... Petitioner V/S STATE OF HARYANA AND ORS ... Respondents CORAM: HON'BLE MR. JUSTICE SUVIR SEHGAL Present: Mr. Jarnail Singh Saneta, Advocate, for the petitioner. Mr. Ashok Kumar Khubber, Addl. A.G. Haryana. *** SUVIR SEHGAL, J. (ORAL) 1. Limited prayer made in the instant petition is for directing the official respondents to issue an updated Backward Class (BC) and Other Backward Class (OBC) certificate to the petitioner in an offline mode. 2. Counsel for the petitioner submits that the petitioner has a dispute with his family members and the OTP generated, while applying for the online certificate, is sent to his brother. He states that the petitioner is not in a position to get the certificate renewed online. In their response, sole objection taken by the official respondents is that there is no provision for offline renewal of the certificate. Reliance has been placed on notification dated 22.03.2022, Annexure R-1, which provides that all applications for issuance of caste certificate, etc. are to be processed through SARAL portal. Having heard counsel for the parties and noticing the difficulty being faced by the petitioner due to a family dispute, this Court is of the view that there should not be any hindrance in offline renewal of the certificate of the petitioner.
