JUSTICE RAJESH KUMAR VERMA ORAL ORDER (Per: HONOURABLE THE ACTING CHIEF JUSTICE) 2 31-10-2025 In the present writ petition, the petitioner has prayed for the following relief/s:

“(a) To constitute an independent high-level Enquiry Committee headed by either sitting or retired Hon’ble Judges of this Hon’ble High Court or, as the case may be, direct any of the Central Investigating Agencies to make an appropriate inquiry into the manner in which Respondent No.9 is conducting the affairs of his office at the Bihar Medical Services & Infrastructure Corporation Ltd. (hereinafter BMSICL) while taking into account: (i) the questionable professional conduct and decisions of Respondent No.7 while holding his office at BMSICL; (ii) the payment and procurement records of BMSICL under his tenure, which are reportedly discriminating and non-transparent as regards the Bihar-based Contractors/Entrepreneurs; (iii) the insulting approach towards the people of Bihar in general and the frequent uses of abusive words/slangs in public places largely directed at the people of Bihar with uses of suffixes and prefixes around the word Bihari. (b) To conduct a thorough audit of the payments and procurement records of BMSICL under his tenure; (c) To initiate a Departmental Enquiry into the questionable professional conduct and decision- making of Respondent No.7 while at BMSICL by any neutral Senior Officer so as to preserve the integrity of public service and uphold the dignity of the people of Bihar;”
2. After hearing the parties, we are of the view that the petitioner has no locus standi to seek such direction against
