Petitioner is being transferred within a short period of one month at three places and finally he has now been transferred to Saharanpur, therefore, petitioner has approached this Court that without any reason petitioner is being suffered with repeated transfers which appears to be stigmatic and he has been penalized without any inquiry. 3.
