GP FOR EDUCATION (AP) 2 The Court made the following order: The petitioner claims that she belongs to the ST (Kammara) community. She further claims that she approached the then Tahsildar-4th respondent for issuance of caste certificate and after conducting due enquiry as per law, the 4th respondent issued ST (kammara) certificate on 10.11.2004. Pursuant to the notification No.76/TRC-1/2018, dated 26.10.2018, issued by the 2nd respondent, she applied for the post of Hindi-Pandit (GPA). As she got through the examination in pursuance of the said notification, the 3rd respondent issued call letter dated 14.02.2020, informing her to appear for verification of original certificates at Kakinada. The 3rd respondent having verified the caste certificate produced by the petitioner, directed her to get latest integrated community certificate. In pursuance of the same, she applied for the caste certificate ST (kammara) through Mee-seva on 17.02.2020. It is further case of the petitioner that along with the said application, she also enclosed a copy of the caste certificate dated 10.11.2004, issued by the 4th respondent. But, the application was rejected by the 4th respondent on the ground that the applicant’s father and her brother belonged to OC (Kapu) caste by endorsement dated 29.02.2020. Aggrieved by the said endorsement, the present writ petition is filed. 3 2. Learned Assistant Government Pleader for Revenue placed the written instructions dated 04.02.2025, furnished by the 4th respondent. 3. A perusal of the said written instructions would indicate that the brother of the petitioner was issued ST (Kammara) certificate on 09.11.2020, after conducting a thorough enquiry, and the said certificate is subsisting as on today. It was further mentioned that the petitioner was also issued ST (Kammara) certificate on 10.11.2004. Without verifying the records and without conducting any enquiry, the impugned endorsement was passed. As such, he requests this Court to set aside the said endorsement for proper consideration of the case of the petitioner. The instructions furnished by the 4th respondent are placed on record. 4. In view of the instructions furnished by the 4th respondent and taking into the consideration of averments made by the learned Assistant Government Pleader for Revenue, the impugned endorsement dated 29.02.2020, is hereby set aside. Further, the 4th respondent is directed to consider the application dated 17.02.2020, submitted by the petitioner afresh, and pass appropriate orders as per law, within a period of four (04) weeks from the date of receipt of a copy of this order. 4 5. With the above observation, the Writ Petition is disposed of. There shall be no order as to costs.
