According to the petitioner, the respondents 9 and 10 have constructed a compound wall on the said public road, thereby affecting his right to access and enjoy his property. Respondents 9 and 10 have denied the allegation and contend that the compound wall has been constructed on their patta land and not on the public road. 3. The seventh respondent has filed a counter affidavit stating that the compound wall was constructed to prevent migrant labourers from causing nuisance. However, the counter affidavit also states that the compound wall was constructed by the twelfth respondent. 4. In view of the rival contentions and since the dispute involves the location of the compound wall, this Court is of the opinion that the matter should first be examined by the competent authority.
