In view of the limited prayer made by the learned counsel appearing for the petitioner and as agreed by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself. At the outset, Mr. M. Rakesh, learned counsel submitted that the petitioner has submitted application dated 14.01.2025 to the Executive Director (Finance & Accounts), Manipur State Power Company Limited with a request for issuing of no objection certificate (NOC) so as to enable the petitioner for applying admission for Pre-Ph.D. Programme in Dhanamanjuri University and that the said application is still pending. The learned counsel submitted that the present writ petition can be disposed of by KABORA MBAM SAPANA CHANU Digitally signed by KABORAMBAM SAPANA CHANU Date: 2025.04.03 15:39:46 +05'30' Page 2 issuing a simple direction to the respondents No. 2 & 3 to consider the said representation and to dispose of the same within a stipulated period by issuing appropriate orders. Mr. Th. Vashum, learned GA submitted that as the payer made on behalf of the petitioner is confined to the consideration and disposal of the application submitted by him, he has no objection in disposing of the present writ petition as prayed for by the learned counsel appearing for the petitioner. However, the learned GA submitted as the respondents No. 2 & 3 is not aware of the application submitted by the petitioner, the petitioner be directed to furnish a copy of the said application to the respondents No. 2 & 3 for their consideration and disposal. In view of the submission made above and on perusal of the record, this Court is of the considered view that interests of justice will be served by disposing of the present writ petition with the following directions:- (1) The petitioner is directed to submit a copy of the said application dated 14.01.2025 along with a copy of this order to the respondents No. 2 & 3 within a period of 1 week from today; (2) In the event of submitting a copy of the said application along with a copy of this order by the petitioner, the respondents No. 2 & 3 are directed to Page 3 consider the said application on its own merit and to dispose of the same by issuing appropriate order; (3) It is made clear that the said consideration and disposal of the application should be completed within a period of 2 weeks from the date of receipt of the application submitted by the petitioner. With the aforesaid directions, the present writ petition is disposed of. JUDGE Sapana
