[1] Heard Mr. Ch. Ngongo, learned senior counsel assisted by Ms. S. Gangarani, learned counsel for the petitioners and Mr. Th. Sukumar, learned Government Advocate appearing on behalf of the State respondents. [2] The petitioners who are the family members of the nine deceased persons approached this Court for allowing them to perform the ritual ceremony of Floral Tribute on 13-04-2025 on the hillock of Cheiraoching, Thangmeiband from 6.00 a.m. to 5.00 p.m. [3] It is stated that the petitioners-family members of the deceased persons approached the then Hon’ble Gauhati High Court, Imphal Bench and the High Court of Manipur for each and every year and the Hon’ble Court allowed them to have floral tribute at the Memorial Tomb constructed on the hillock of Cheiraoching, Thangmeiband on 13th April of every year. It is submitted that the writ petition may be disposed of by passing similar order in the present writ petition. [4] Mr. Th. Sukumar, learned Government Advocate for the State respondents, has no objection in disposing of the writ petition at this stage by passing an innocuous order. [5] The order dated 01-04-2024 passed by this Court in WP(C) No. 226 of 2024 is reproduced below:—
“[5] After hearing the submissions advanced by the learned counsel appearing for the parties and after perusal of the records, the present writ petition is disposed of by directing the respondents to permit the petitioners, relatives, friends and other well-wishers of the deceased persons to enter into the Memorial Tomb constructed on the Hillock of Chingmeirong Cheiraoching at Thangmeiband, Imphal West to perform the ritual ceremony of Heikat Leikat Tamba (Floral Tribute) as has been done in the past on 13-04-2024 between 6:00 am to 4:00 p.m. of that day.
[6] It is made clear that this order shall not preclude the State authorities to take appropriate steps towards maintenance of Law & Order in the area.” [6] Considering the material on record and the submissions made at the Bar, the writ petition is disposed of by directing the respondents to permit the petitioners-family members and well-wishers of the deceased persons to perform the ritual ceremony of Heikat Leikat Tamba (Floral Tribute) at the Memorial Tomb constructed on the hillock of Cheiraoching, Thangmeiband on 13-04-2025 from 6.00 a.m. to 5.00 p.m. [7] It is made clear that this order shall not preclude the State authorities from taking necessary steps for maintenance of law and order.
