pleased to pleased to issue a Writ, One in the nature of a Writ of Mandamus or any other appropriate Writ, Direction or Order declaring the action of the Respondent Nos.1 to 5 in not release of the sanctioned amount Rs. 10 lakhs for financial assistance of my son KALLA TEJA ARAVIND under the scheme of VIDESHI VIDYA DEEVENA Application ID No. OV2018117669, which is illegal, arbitrary, and unjust contrary to law and in violation of Article 14, 19, 21 of Constitution of India and principles of Natural Justice, and consequently direct the respondents to release the sanctioned funds and pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to grant leave to represent on behalf of my son as his father in this Writ petition, and pass IA NO: 2 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the respondents to release the sanctioned funds of petitioner son Application ID No. OV2018117669 and pass Counsel for the Petitioner:

Heard Sri K.Nagaraju, learned counsel representing Sri B.Sai Sampath Kumar, learned counsel for the petitioner, Mrs Ch.Swapna Priya, learned Assistant Government Pleader for Social Welfare appeared for respondents 1, 3 to 5 and Ms D.Naga Chandrika, learned Assistant Government Pleader for Finance and Planning appeared for the 2nd respondent. 3

The above writ petition is filed by the father of the beneficiary in not releasing the sanctioned amount of Rs.10 lakhs for financial assistance to Kalla Teja Aravind, under the scheme of „Videshi Vidya Deevena‟ application ID.No.OV2018117669, as illegal and arbitrary. 3. The writ petition was listed on 05.03.2025 and adjourned at the request of the learned Assistant Government Pleader for Social Welfare to secure instructions. 4. Today when the matter came up for hearing, the learned Assistant Government Pleader for Social Welfare submitted instructions of the Director of BC Welfare vide Rc.No.B/3162/2023, dated 05.03.2025. The instruction does not dispute the entitlement of the petitioners‟ son for a grant of Rs.10 lakhs under the Scheme. The operative portion of the instructions reads as follows:
“Further it is submitted that, it is informed that, Government has initiated a inquiry through the Vigilance and Enforcement Department to determine the genuineness of the students and amounts sanctioned to them under Videshi Vidyadharana Scheme. The Inquiry also seeks to assess whether the scheme is being implemented properly. Upon reviewing the enquiry report, it was found that the son of the Petitioner, Sri Kalla Teja Aravind, with Application No.OV2018117669, has been eligible for the payment of Rs.10,00,000/- (Rupees Ten Lakh Only) under the Videshi Vidya Deevana Scheme. It is further informed that the necessary steps have been taken to process the payment to the petitioner‟s son, Sri Kalla Teja Aravind, under Bill No.2024-510508. Currently, the bill is awaiting fund clearance from the Finance Department.”
5. Thus, as seen from the instructions extracted supra, there is no dispute regarding the entitlement of the son of the petitioner under the Scheme. 4

Given the facts and circumstances of the case, the writ petition is disposed of, directing respondents 2 and 3 to release the financial assistance of Rs.10 lakhs to the petitioner‟s son under Videshi Vidya Deevena Scheme as expeditiously as possible, preferably within two (02) months from the date of receipt of the copy of the order.
