There is no representation for the petitioner. 2. Mr. Narayan Dutt, Standing Counsel for the State of Uttarakhand. 3. Petitioner is serving as Bandi Rakshak in District Jail, Chamoli. According to him, he is entitled to transfer to District Jail, Haridwar, as he has served at durgam places for sufficiently long period of time. 4. Learned State Counsel points out that petitioner has challenged the transfer list dated 31.05.2023 without impleading the persons, who were transferred by the said list. He, therefore, submits that the writ petition is liable to be dismissed for non- joinder of necessary parties. 5. Since the first relief sought by the petitioner is a writ of mandamus, for which he has filed a representation on 28.01.2022, therefore, having regard to the facts and circumstances of the case, the writ petition is disposed of with liberty to petitioner to make fresh representation regarding his transfer to Inspector General (Prison). If he makes such representation within three weeks from today, the Inspector General (Prison) shall consider the same and pass necessary orders, as per law, within four months thereafter.
