[1] Heard Mr. K Modhusudon, learned counsel appearing for the petitioner and Mrs. L. Monomala, learned GA appearing for the respondents. In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the admission stage. [2] It has been submitted by Mr. K. Modhusudon, learned counsel appearing for the petitioner that for redressing the grievances raised in the present writ petition, the petitioner has submitted a representation dated 17.02.2025 (enclosed herewith as Annexure-A/7) to the Commissioner (MAHUD), Government of Manipur and that the said representation is still pending for

The learned senior counsel further submitted that the petitioner will be satisfied for the time being if the writ petition is
disposed of by directing the Commissioner (MAHUD), Government of Manipur to consider the aforesaid representation submitted by the petitioner on its own merit and strictly in terms of applicable law and to dispose of the same by issuing a speaking order within a stipulated period. [3] Mrs. L. Monomala, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by the petitioner, she has no objection in disposing of the present writ petition as prayed for by the learned counsel appearing for the petitioner.
However, it has been submitted by the learned GA that an observation be made that while passing this order, this Court has not touch upon the merit of the present writ petition. [4] Considering the submission advanced by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that interests of justice will be served by disposing of the present writ petition with the following directions:- (1) The Commissioner (MAHUD), Government of Manipur is hereby directed to consider the

representation dated 17.02.2025 submitted by the present petitioner on its own merit and strictly in terms of applicable law and to dispose of the same by issuing a speaking order. (2) The whole process should be completed within a period of 3 months from the date of receipt of a certified copy of this order. (3) It is made clear that this Court did not consider or touch upon the merit of the present writ petition at the time of passing this order. [5] With the aforesaid direction, the present writ petition is
disposed of.
