Since a common issue is involved in these petitions, therefore, with the consent of learned counsel for the parties, the same are taken up together. 2. On the last date of hearing, i.e. 11.08.2025, this Court had passed the hereinafter extracted order (in CWP-23122-2025):- “1. Through the instant writ petition, as cast under Article 226 of the Constitution of India, a prayer is made for issuance of a Mandamus upon the respondents to extend benefits of service and salary at par with the employees, who were appointed in the same selection, i.e. pay scale of 10300-34800+3200 GP, alongwith arrears of salary with interest @18% per annum, as amended vide 6th Pay Commission in the Pay Band of Rs.33300+ admissible allowances, as also the notional benefits. 2. Learned counsel for the petitioners submits that the issue, as involved in the instant petition, was considered by this Court in CWP-15896-2023 (Saurabh Sharma and others Vs. State of Punjab and another), and other connected matters, which were allowed vide a common order dated 13.09.2024, whereby, similar relief to the identically placed AMIT KUMAR 2025.09.29 11:03 I attest to the accuracy and authenticity of this document CWP-23122-2025 & connected cases -3- persons was granted. He further submits that the verdict (supra), has attained finality up to the Hon’ble Supreme Court, as the same was upheld, vide order dated 20.01.2025, rendered in Special Leave to Appeal (C) No(s). 1158/2025. However, the indolent and lackadaisical approach of the authorities concerned, in not deciding the representation dated 24.06.2025 (Annexure P-9), has propelled the petitioners to approach this Court. 3. Notice of motion. 4. Dr. Dharminder S. Lamba, Addl. A.G., Punjab, accepts notice on behalf of the respondents, and waives service. He submits that there is no objection in case a direction is passed upon the respondent(s) concerned to decide the representation (supra), in a time bound manner. 5. Without evincing any opinion with regard to the merits of the instant writ petition, at this stage, this Court deems it appropriate to direct the competent authority, amongst the respondents, to make a final decision on the representation (supra), within a period of 4 weeks from passing of this order, and a copy of the decision so taken, shall be placed on record by way of an affidavit, along with a written statement, if any. 6. It is made clear that, in case of non-compliance of the direction (supra), a senior functionary of the competent authority concerned shall cause his/her personal appearance before this Court on the subsequent date of hearing. 7. List on 25.09.2025, in the urgent list. 8. It is made clear that, on the subsequent date of hearing, no request for adjournment would be entertained on behalf of either side.” 3. In compliance to the order (supra), Mr. Vijay Kumar Chopra, Chief Engineer (H.Q.), PWD, B&R, Patiala, has caused appearance before this Court. At the outset, he submits that a final AMIT KUMAR 2025.09.29 11:03 I attest to the accuracy and authenticity of this document CWP-23122-2025 & connected cases -4- decision on the claim of the petitioners could not be taken, as the necessary approval from the Finance Department was not received. He fairly submits that as soon as the necessary approval is received, claim of the petitioners would be considered and decided, most expeditiously, but not later than seven weeks from today. 4. In response, learned counsel for the petitioners submits that in view of the abovesaid undertaking extended on behalf of the respondents, nothing substantive survives in these writ petitions, and the same be disposed of, as such. 5. In view of the above, the instant writ petitions are disposed of, in terms of the statements made on behalf of the parties. 6. It is further clarified that in case, the petitioners are found entitled for any monetary benefits, the same shall be released in their favour within four weeks thereafter. However, if they are not found entitled to any such benefit, the authorities, after granting a due opportunity of hearing to the parties concerned, shall draw a comprehensive order, assigning reasons in support thereof. 7. A photocopy of this order be placed on the files of connected cases.
