This writ petition is filed under Article 226 of the Constitution of India seeking the following relief:
“...to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS by declaring the in action of the respondents hereindeleting the data/information as regards the lands of the petitioners to an extent of Ac.2.42 cents situated in old Sy.No.262 resurvey Sy.No. 227 situated in ChinnaMamidipally Village, Narsapur Mandal, West Godavari District into the web land public domain portal under the guise of resurvey of the land under YSR JaganannaShaswatha Bhu Hakku and Bhu Raksha Patakam as illegal, arbitrary, unjust and in violation of rights guaranteed under Article 14 and 300A of constitution of India and direct the respondents to upload the details of lands of the petitioners to an extent of Ac.2-42 Cents situated in old Sy.No.262 resurvey Sy.No.227

along with subdivisions situated in Narsapur Municipality West Godavari District in to the web land public domain portal and pass..”
2. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Revenue. 3. The case of the petitioner herein is that without conducting an enquiry and following principles of natural justice, the entries stands in the name of the petitioner in the web land public domain portal were deleted. Hence, the Writ Petition. 4. On the other hand, the learned Assistant Government Pleader for Revenue placed on record written instructions dated 20.02.2025, wherein it is stated that:
“Chinamamidipalli is one of the Revenue villages of Narsapur Mandal which was taken up for Re-Survey in earlier phases. In this connection, it is submitted that part of the extent of Chinamamidipalli Village to an extent of Ac.696.865 Cts in some of the Survey Numbers comes under the Jurisdiction of Rural area and remaining extent of Ac. 841.785 Cts in 227 Survey Numbers merged with the Urban Area i.e., Narsapur Town Muncipality.
Therefore, as per the Government instructions, Re-Survey in entire rural area of China Mamidipalli Village to an extent of Ac. 696.865 Cts in some of the Survey Numbers has been completed and the Re- Survey in urban area of Narsapur Muncipality to an extent of Ac. 841.785 Cts in 227 Survey Numbers is not yet completed. Therefore, the owner ship of Ac. 696.865 cts in Survey Numbers of the Rural area is reflecting in Web Land and there is no dispute regarding the subject land in Rural Area. Regarding the land in urban area which is merged with Narsapur Municipal area to an extent of Ac. 841.785 Cts in 227 Survey Numbers of Chinamamidipalli Village, the data is not reflecting in Webland because the process of porting the data is under process. Hence the petitioners filed the present Writ Petition.”

Having regard to the submissions made by learned counsel for the petitioner and learned Government Pleader for Revenue, on perusal of material on record, more particularly, the written instructions submitted by the respondents herein dated 20.02.2025, it is observed that the survey conducted by the respondents in respect of the land admeasuring Ac.841.785 Cts in Sy.No.227 of Chinamamidipalli Village is not yet completed and for the said reason only data is not being reflected in web land and after completion of the survey the same can be restored. Therefore, in view of the categorical statement of the respondents this Court is of the opinion that the Writ petition can be disposed of directing the respondents to complete the entire exercise of conducting survey and updation of Revenue Records within a period of four (04) months from the date of receipt of a copy of the order and update the web land public domain portal as required under the provisions of Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971. 6. With these directions, the Writ Petition is disposed of. There shall be no order as to costs. As a sequel, interlocutory applications if any pending, shall stand closed.
