The present writ petition has been filed for the following reliefs :- (a) for issuance of an appropriate writ(s), order(s) or direction(s) particularly a writ of certiorari for quashing the order dated 10.10.2023 (Annexure-21) passed by the Deputy Commissioner, Dhanbad (Respondent no.3) in Misc. Plot No. 262, Khata No. 157, Mouza No. 51, Mouza-Dhanbad from list of Prohibited property uploaded on the website https://jharnibandhan.gov.in (NGDRS Portal) was rejected and further direction was given to the Circle Officer, Dhanbad, The Deputy Collector Reforms, Dhanbad, Sub-Divisional Officer, The Deputy Collector, Dhanbad to initiate proceeding under Section 4(h) of the Bihar Land Reforms Act; (b) for issuance of an appropriate writ(s), order(s) or direction(s) particularly a writ commanding upon the Respondents to remove the prohibited list of properties uploaded on the website https://jharnibandhan.gov.in (NGDRS Portal) (Annexure-9) in so far it relates to the land pertaining to land admeasuring an area of 2.52 katha or 4.15 decimal of land, situated at C.S. Plot No. 262, Khata No. 157, Mouza No. 51, Mouza-Dhanbad. 2. The action of the State is based upon the notification No.1132 dated 26.08.2015, which is on the basis of Section 22-A of the Registration Act, 1908. The Section 22-A of the Registration Act, 1908, has already been declared ultra virus by the Division Bench of this Court vide order dated 01.05.2025, passed in W.P.(C) No.5088 of 2018 and analogous cases. 3. In view of the order dated 01.05.2025 of the Division Bench of this Court, the prohibited list as contained in Annexure-9 of the present writ petition is, hereby, quashed, so far as the writ petitioner is concerned. 4.
