O R D E R This Writ Petition has been filed to direct the respondents to ensure the temple chariot festival at Mariamman Koil and Chelliamman Koil, Kallanatham located at Kallanatham village, Pandiankuppam, Chinna Salem, villupuram District is conducted in the month of September, 2025 in a free, fair and inclusive manner, allowing equal participation of all nine subcastes and to direct the 2nd and 3rd respondents to supervise the festival and prevent any dominant based exclusion, further to declare that no group can monopolize temple festivals to the exclusion of others. 2. W.P.No.33265 of 2025 submit that the petitioner is a resident of Kallanatham Village, Pandiankuppam, Chinna salem, Villupuram district and there are three temples called Marriamman Koil (Middle of the village) Chelliamman Koil (Western side) and Ayyanar Koil (Southern part), which are under the control of HR & CE Department.
There are nine communities residing in the said village, however, the majority community decided to exclude the minority community from the poojas of the temple chariot festival, aggrieved by the above discrimination, the petitioner made a representation to the respondents to conduct the festival by allowing all the persons equally and the said representation was not considered, hence the present writ petition is filed. 3. The learned Government advocate and the learned Additional Government Pleader appearing for the respondents 1 to 3, on instructions, would submit that the representation of the petitioner will be considered and ensure participation of all community (majority / minority) people equally along with the petitioner in the village temple festival in a peaceful manner. 4. W.P.No.33265 of 2025 Government advocate and the learned Additional Government Pleader appearing for the respondents 1 to 3, this Court is inclined to direct the respondents 1to 3 to ensure equal participation of all minority community people along with majority community people in the village during the temple festival and it is made clear that if any one violates, the respondents 1 to 3 are at liberty to take action against the persons, who creates law and order problem.
