Learned counsel Sharan Sabarad accepts notice for respondents.
2. Heard learned counsel for the petitioner and learned counsel appearing for respondents-KIADB.

The petitioner in this writ petition is seeking to quash the endorsement dated 02.08.2025 issued by the second respondent vide Annexure-G and to direct the said authority to allot developed land in lieu of compensation in respect of the petitioner’s acquired lands in Sy.No.10/2 measuring 1.33.05 Acre, Sy.No.11 measuring 2.09.05 acres, Sy.No.13 measuring 1.37.05 Acres, Sy.No.14/2 measuring 0.33.05 acres and Sy.No.21 measuring 2.34.00 acres situated at Kolipura Village, Kasaba Hobli, Doddaballapura Taluk, Bangalore Rural District, by considering the representation dated 28.07.2025.
4. By the impugned endorsement, respondent No.2 rejected the request of the petitioner for allotment of

developed land in lieu of compensation, merely stating that a civil suit is pending in respect of the acquired lands and that the compensation amount has been deposited in the Civil Court. No further particulars of the suit or deposit was indicated.

Learned counsel for the petitioner submits that the endorsement is cryptic and unreasoned, as it does not disclose the O.S., number, name of the Court or details of the alleged deposit. Learned counsel for the petitioner asserts that the petitioner has not received any compensation nor any communication from the Civil Court regarding such deposit. It is therefore contended that denial of allotment of developed land on such a vague ground is arbitrary and violative of Article 14 of the Constitution of India.

Learned counsel for the KIADB submits that the representation of the petitioner will be considered in

accordance with law and that the authority will re-examine the claim in accordance with law.

Upon perusal of the material on record it is evident that the impugned endorsement dated 02.08.2025 merely recites that O.S case has been registered and that compensation has been deposited before a Civil Court, but fails to specify the case number or Court in which such deposit is made. Such a vague endorsement, without reasons or particulars, does not satisfy the requirement of a reasoned administrative order.
8. The authorities were required to disclose sufficient particulars enabling the petitioner to ascertain the basis of rejection. The impugned endorsement, therefore, cannot be sustained in law. Accordingly, the following:
ORDER
(i) The writ petition is allowed.
(ii) The impugned endorsement dated 02.08.2025 issued by the second respondent is hereby quashed.

(iii) The respondent No.2 – Special Land Acquisition Officer-2 is
directed to reconsider the petitioner’s representation dated 28.07.2025 and pass a reasoned
order, strictly in accordance with law after verifying all relevant records, within a period of eight weeks from the date of receipt of a certified copy of this order.
