Heard the learned counsel appearing on either side and perused the materials available on record. 3. The petitioner owned the land comprised in S.No.48/3B situated at Lakshmanapuram Village, Kattukottai, Tittakudi Taluk, Cuddalore District. The petitioner also obtained electricity service connection for the motor well situated in his patta land. The petitioner is bringing water to the patta land 2/6 https://www.mhc.tn.gov.in/judis W.P.Crl.No.1341 of 2025 from the property which is located opposite to the said land. In between the said lands, there is a piece of land, which is classified as Government Unclaimed Land comprised in S.No.49. Therefore, the petitioner has sought for permission for using the said land to lay the pipelines through the said land. The Revenue Tahsildar, Tittakudi Taluk, by an order dated 28.05.2014 vide Mu.Mu.(A).3530/2014 permitted the petitioner to use the said Government Unclaimed Land for the purpose of laying pipeline to draw the water. 4. Further, the petitioner was also permitted to use the said land to an extent of 57.0 meter to install the PVC pipeline for agricultural purpose. Accordingly, the petitioner also had laid pipeline. Thereafter, the respondents 4 and 5 herein had damaged the pipeline intentionally. Therefore, in order to repair the said pipeline, the petitioner sought for police protection at the hands of the respondents 4 and 5, while repairing and renovating the damaged pipeline. 5. Though notice was served on the respondents 4 and 5 herein, there is no representation on behalf of them before this Court either by person or through pleader. 3/6 https://www.mhc.tn.gov.in/judis W.P.Crl.No.1341 of 2025 6. The learned Counsel for Government of Tamil Nadu (Criminal Side) appearing for the respondents 1 to 3, on instructions, submits that on receipt of the complaint, the 3rd respondent conducted enquiry and subsequently, it was closed. 7. In view of the above, the 3rd respondent is directed to once again conduct an enquiry on the representation submitted by the petitioner, dated 01.04.2025 seeking police protection to repair and renovate the damaged pipeline, after issuing notice to the petitioner and respondents 4 and 5 herein and pass orders to provide adequate police protection to the petitioner while repairing and renovating the damaged pipeline in the land comprised in Survey No.49 situated at Kattukottai, Lakshmanapuram Village, Thittakudi Taluk, Cuddalore District, in accordance with law, within a period of two weeks from the date of receipt of copy of this order. 8. With the above direction, the Writ Petition (Criminal) is disposed of.
