1. The learned Additional Government Advocate is directed to accept notice for the respondents.

2. The petitioner is before this Court seeking the following reliefs:
"a. Issue writ or order in the nature of Mandamus or such order this Hon'ble Court may deem fit to consider the representation dated 18/08/2025 made to 1st Respondent produced at Annexure-A. b. Issue writ or order in the nature of Mandamus or such order this Hon'ble Court may deem fit to consider the representation dated 15/09/2025 made to 2nd Respondent produced at Annexure-B. c. Issue writ or order in the nature of Mandamus or such order this Hon'ble Court may deem fit to consider the representation dated 04/08/2025 made to 3rd Respondent produced at Annexure-C. d. To direct the Respondents jointly and severally to pay arrears of Vehicle Rentals amounting to Rs 22,99,752/- along with the application interest. e. Grant such other relief as this Hon'ble Court deems fit under the circumstances of the case in the interest of justice and equity.
3. The grievance of the petitioner is that for the works which have been rendered by the petitioner in pursuance of the work order issued, bills having been raised have not been paid by the respondents.
4. Whenever any bills are raised by a contractor and they are acting under work order, it is but required for the employer i.e., the respondents herein to consider the said

HC-KAR NC: 2025:KHC:45550 WP No. 31027 of 2025 bills and pass necessary order and either make payment by accepting the bills or reject the said bills by giving necessary reasons. Neither having been done, I pass the following:
ORDER (i) Writ petition is allowed. (ii) A mandamus is issued directing the respondents to consider the representations dated 18.08.2025 at Annexure-A, 15.09.2025 at Annexure-B and 04.08.2025 at Annexure-C and pass necessary orders, within a period of 4 weeks from the date of receipt of a copy of this order.
