This interlocutory application is filed to implead the proposed respondents i.e. National Highway Authority of India represented by its Chairperson and Project Director respectively as respondents 18 and 19 to the writ petition.

In the affidavit filed in support of the petition, it was pleaded that the 6th respondent was merged with National Highways and hence, the petitioner intends to implead the proposed respondents 18 and 19.
A counter-affidavit was filed by 19th respondent opposing the application.
However, as seen from the averments in the affidavit, 6th respondent – Regional Officer & Highway Administration, is merged with the National Highways Authority of India, this Court deems it appropriate that the proposed parties are proper and necessary parties.
Accordingly, this petition is allowed. The proposed parties i.e. The National Highway Authority of India represented by its Chairperson and Project Director are impleaded as party respondents 18 and 19 respectively to the writ petition.
