Heard the learned counsel for the petitioner. 2. The case of the petitioner in nutshell is that she is a young student and a permanent resident of Union Territory of Jammu & Kashmir having successfully passed her Secondary School Examination (Class 10th) on 16.02.2022 and Higher Secondary School Part II Examination (Class 12th) on 24.09.2024. That she approached the concerned respondents with a formal request to carry-out the change of her name in her class 10th and 12th records, but despite complying with all requisite statutory and procedural requirements including the submission of a duly sworn affidavit, publication in a newspaper and payment of requisite fee through demand draft, the respondents have failed to take any action on her application, thereby violating her fundamental rights under Article 14, 19 (1)(a), and 21 of the Constitution of India. 3. The petitioner has accordingly sought for the issuance of writs/directions inter alia in the nature of mandamus for commanding upon the respondents to effect the change of her name from “Irtika Latief Sofi” to “Jannat Latief Sofi” in all her educational records, certificates, marks sheets and other related documents pertaining to her class 10th and 12th examinations. 4. It is submitted by the learned counsel for the petitioner that the instant matter can be disposed of even at this threshold stage by directing the respondents to consider the pending application of the petitioner in an expeditious manner in accordance with the rules and regulations governing the field. 5. Having regard to the relief sought by the petitioner in this petition, this court is of the opinion that as rightly submitted by the learned counsel for the petitioner, the matter can be disposed of even at this threshold stage by passing of appropriate directions, the action where-under is otherwise to be taken by the respondents as per the law. 6. Accordingly, the instant petition is taken up for final disposal at this stage and is disposed of with the direction to the respondents to immediately address the pending application of the petitioner for change of her name from “Irtika Latief Sofi” to “Jannat Latief Sofi” in all her educational records, certificates, marks sheets and other related documents pertaining to her class 10th and 12th examinations in an expeditious manner in accordance with the law governing the field and submit a compliance report to the Registry of this court within a period of six weeks. 7.
