The instant writ petition has been filed with the following prayers:- "A. Issue a writ, order or direction in the nature of Certiorari quashing the impugned order dated 28.07.2025 passed by the respondent no. 3. B. Issue a writ, order or direction in the nature of Mandamus directing the respondent no. 3 to nominate the subject expert pursuant to the Advertisement dated 04.09.2017 and 02.07.2022 for constitution of the selection committee. " 2. Heard learned Counsel appearing on behalf of petitioner and perused the contents made in the writ petition as well as documents on record. 3. Taking into consideration the aforesaid submissions made by learned counsel appearing on behalf of petitioner and averments made in the petition, I am of the opinion that matter requires consideration. 4. Sri R. P. Tiwari, learned Standing Counsel appeared in advance notice on behalf of respondent nos. 1 and 2 5. Sri Shesh Kumar Srivastava, learned counsel appeared in advance notice on behalf of respondent no.3 and vehemently opposed the instant petition. He prayed four weeks' time to file counter affidavit. 6. Let him file counter affidavit within the period as prayed. Rejoinder affidavit, if any, be filed within two weeks thereafter. 7.
