Heard learned counsel for the petitioner, and the learned counsels for the respondents. 2. What is called in question is the proceedings titled ‘Office Order’ dated 20.06.2025, which reads as follows :
“OFFICE ORDER
All Teachers of the institute are informed that those who have been eligible for promotion under the Career Advancement Scheme (CAS) or are eligible by 30th June 2025, they must submit their application form to the Registrar's office by 30th June 2025. The Teachers who have already submitted their application form, if they also want to update their Bio- data then such teachers can update their application form. 1

The application forms received after aforesaid date will not be considered. This order is being issued after approval of Competent Authority. Sd/ Registrar”

From a reading of the above, it is apparent that the signatory to the aforesaid office order, i.e. the Registrar, has merely invited applications from those candidates, who are eligible to be considered under the Career Advancement Scheme. 4. It is the case of the petitioner that, without settling the seniority list, no promotions can be granted. It is apparent that the petitioner has misread and misconstrued the notice dated 20.06.2025. The Registrar has merely invited applications from eligible candidates under the Career Advancement Scheme, which, in real terms, is no promotion, but a step devised in order to address the career prospects of employees, who are denied any promotional avenues, on account of lack of promotional posts, or fewer numbers of promotional posts. The Career Advancement Scheme depends upon the number of years of service put in by a candidate, and prima facie the contention, that it depends on the seniority of the candidate, appears to be ill-founded. 2

5. In that view of the matter, the Writ Petition stands rejected.
However, rejection of the Writ Petition will not bar the petitioner from submitting his application, in the event he is entitled to be considered under the Career Advancement Scheme. 6. The Writ Petition stands ordered accordingly. There shall be no order as to costs. As a sequel thereto, the miscellaneous petitions, if any pending, shall stand closed. _______________ G.
