Petitioner has woke up after 10 years from a deep slumber to challenge the orders 10.1.2014, 22.7.2014, 8.4.2015 and 5.10.2015. 3. Learned counsel for the petitioner referred paragraph 30 of writ petition to explain the reason for delay. However, Court is not convinced that petitioner was suffering from such medical ailment that he was not able to approach this Court for as long as 10 years, therefore, explanation to explain delay as referred above is not sufficient to entertain this writ petition after a decade to challenge the orders passed in the years 2014 and 2015. 4.
