promotion to the post of Sub Registrar Grade-1 without any justification or reasonable cause on the untenable ground that the petitioner selected to other post of Assistant Commercial Tax Officer in the selection list dated 10- 5-2018 but continuing in Registration Department based on the directions of the Honble High Court is as illegal, arbitrary, unjust, discriminatory and violative of Articles 14,16 and 21 of the Constitution of India and consequently hold that the petitioner is entitled for promotion to the post of Sub Registrar Grade-1 by duly counting his service in the said post of Sub Registrar Grade- 11 from the date of his initial appointment in the post of ACTO during 2005 as per law laid down by the Honble Supreme Court in Surender Reddy Vs.
State of A.P. subject to outcome of decision in W.P.No.18140 of 2021 pending before this Honble Court, and pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased may be pleased to direct the respondents to consider the case of the petitioner for promotion to the post of Sub Registrar Grade-I by duly awarding notional seniority to him in the category of Sub Registrar Grade-ll on par with similarly situated persons vide Proc.No. A1/1079/2017, dated 8-1-2025 issued by the 3rd respondent, pending disposal of the above Writ Petition, and pass Counsel for the Petitioner:
