GUNESHWAR SHARMA Order 19.03.2025 [1] Heard Mr. M. Hemchandra, learned senior counsel assisted by Mr. Ashif Shah, learned counsel for the petitioner. [2] The petitioner, who is the authorized person for the Engineering Cell of Skill Labour Employment and Entrepreneurship (SLEE), Government of Manipur, approached this Court inter-alia praying for reviewing the decision of the official respondent appointing Engineering Cell, Health & Family Welfare, Government of Manipur as Work Agency for the project of upgradation of GNM School, Thoubal to College of Nursing, Thoubal. [2] It is submitted that the detailed project report has been submitted by the petitioner’s institute. However, vide order dated 13.05.2024 issued by the Joint Secretary (Health & FW), the Engineering Cell ,Health & Family Welfare, Government of Manipur has been identified as Work Agency. [3] Thereafter, the Director of Health Services, Manipur vide his letter dated 30.01.2025 written to the Commissioner-cum-Secretary (Health & FW), Government of Manipur requested for identification of Work Agency for the above mentioned work. After this, the petitioner’s institute Engineering Cell of Skill Labour Employment and Entrepreneurship Department, Government of Manipur submitted a representation dated 05.03.2025 to (i) The Commissioner-cum- Secretary (Health & FW), Government of Manipur, (ii) The Director of Health Services, Manipur, (iii) The Joint Secretary (Health & FW), Government of Manipur and (iv) The Principal, Nursing College, Thoubal for identifying the petitioner’s institute as Work Agency. It is submitted that the representation is still pending with the official respondent. [4] Mr. M. Hemchandra, learned senior counsel for the petitioner, submits that writ petition may be disposed of by considering prayer No. (v) for disposal of the representation dated 05.03.2025 by a speaking order within a stipulated time. [5] Mr. Th. Sukumar, learned G.A. appearing on behalf of respondent Nos. 1 to 4 and Mr. BR. Sharma, learned CGC appearing on behalf of respondent No. 5, have no objection in passing an innocuous direction for disposal of the representation. [6] Recording the submissions made at the bar and considering the limited prayer for consideration of the representation, writ petition is disposed of by directing respondent No. 1, i.e. Addl. Chief Secretary (Health & FW), Government of Manipur to consider and pass a speaking order to the representation dated 05.03.2025 submitted by the petitioner within a period of 2 (two) months from the date of receipt of a certified copy of this order. [7] With this observation, writ petition is disposed of. [8] It is made clear that this Court does not express any opinion on the merit of the case. JUDGE Kh. Joshua Maring KH.
