and 10 & 13; Sri. Pawan Kumar, learned counsel appearing for respondents 3, 9, 11, 12 and 14. 2. Sri. Jayakumar S. Patil, learned Senior Counsel appearing for the petitioner, by referring to the order dated 13th February, 2019 passed by this Court in Writ Petition No.46466 of 2011 and the finding recorded by the respondent No.10 while passing order dated 30th November, 2024 (Annexure-Z2), contended that the respondent No.10 is awaiting the report from the respondent No.13-Deputy Commissioner, Bengaluru Urban District and no action has been taken by the respondent No.10 from the date of order dated 30th November, 2024 (Annexure-Z2). 3. In that view of the matter, as the respondent No.10 had passed order dated 13th November, 2024, awaiting the report from the respondent No.13 and the said report is internal report to be submitted by the respondent No.13 to the respondent No.10, I am of the view that the respondent No.10 shall conclude the entire proceedings within an outer limit of three months from the date of receipt of this order. It is made clear that this Court has not expressed any opinion on merits of
