On the oral prayer made by learned counsel for petitioner, The Secretary, General Administration Department, Government of Uttarakhand is permitted to be added as respondent no.2 in the array of parties. Amended memo be filed during the course of the day. 4. This writ petition filed in public interest seeks following relief: “a) Issue a writ, order or direction in the nature of Mandamus directing the respondent State to take prompt and time bound action for launching the official website of the Uttarakhand Civil Secretariat containing all relevant information in accordance with the Right to Information Act, 2005.” 5. Learned counsel for petitioner has drawn attention of this Court to letter dated 10.07.2024 issued by The Secretary, Personnel and Vigilance Department to The Additional Secretary, General Administration Department. By the said letter, representation made by petitioner was forwarded to the General 2025:UHC:5792-DB Administration Department for taking necessary action in the light of provisions contained in Section-4 of Right to Information Act, 2005 and Rule-3 of The Uttarakhand Right to Information Rules, 2013. 6. In the representation referred in the aforesaid letter petitioner had requested to launch official website of the Uttarakhand Secretariat so that relevant information is made available to people, as per mandate of Right to Information Act, 2005. 7. Learned counsel for petitioner submits that nearly one year has gone by since the aforesaid letter was issued by the Personnel & Vigilance Department, but no progress has been made in the matter. 8. Having regard to the facts and circumstances of the case, we dispose of this writ petition with direction to the Secretary, General Administration Department, Government of Uttarakhand to take necessary steps for ensuring that official website of Uttarakhand Secretariat becomes operational within two months from the date of production of a certified copy of this order.
