It is submitted by learned counsel for the petitioner that the proposal was forwarded by the village panchayat taking into consideration the local needs and demands of the residents of the area. 3. Since proposal has already been forwarded to the Collector way back in the month of December, 2023, the Collector is required to consider the same and take a decision within a reasonable period. 4.
