The controversy raised in the present Writ Petition stands adjudicated by the coordinate Bench of this Court in CWP - 23675 - 2025 , titled as M/s Shyam Sunder Strips v. Union of India and Others, decided on 04.11.2025. In the said judgment, the Court has categorically held that negative blocking of the Electronic Credit Ledger (ECL) for an unduly long period is impermissible in law. 2. In the present case also, the petitioner’s Electronic Credit Ledger has remained blocked, without any justification forthcoming from the respondents.
